Anomalies in SHO’s postings-DGP demanded information from district police chiefs

Director General of Police (DGP) Punjab has issued a letter to all the IGs/ DIGs/ CPs  /SSPs/ AIG GRP Punjab to send a detailed information regarding officials who are posted as SHOs in violation of the rules.

In a letter, DGP demanded the Posting of non-eligible SHOs/ heading of Police Stations by officiating SHOs, Police Stations having SHOs without substantive rank of atleast Sub-Inspector and Police Stations where Inspector/ SIs of PAP cadre posted as SHOs.

“As per section 13 (2) of Punjab Police Act (PPA) 2007 and instructions issued by Punjab DGP office vide letter dated 18-8-2009, 17-09-2012, 6-10-2016 and dated 9-7-2018 provide that each Police Station shall be headed by a Station House Officer (SHO), not below the rank of Inspector of Police or Sub-Inspector of Police and Officials on attachment from Armed Bns. are debarred from certain postings as SHOs of Police Stations.” said the DGP office communique to  all the IGs/ DIGs/ CPs  /SSPs/ AIG GRP Punjab.

Punjab DGP office pointed out that “ it has been observed that the above provisions of the Punjab Police Act 2007 and the relevant government instructions are not being followed and in some cases, officials holding local ranks have been posted as SHOs. In certain districts and Commissionrates ,SHOs not been posted in some Police Stations and additional SHOs have been allowed to perform duty there as officiating SHOs, which is not permissible as per the instructions.’

In earlier orders, the then DGP had written a letter to all SSPs and Commissioners saying, “In order to implement the cadre structure as laid down in the Punjab Police Act, 2008, and with a view to strengthen the command and control structure of the district police, it has been decided that attachment from one cadre to another shall be strongly discouraged.”

“No official on attachment from armed battalions or any other cadre to the district police shall be posted as SHO of police station or incharge of a police post.”

Anomalies in SHO’s postings-DGP demanded information from district police chiefs. However, in many districts non cadre officials continue as SHOs against norms as local politicians back them for obvious reasons.
