Online applications for a labour card are being accepted by the Punjab government at pblabour.gov.in. Now, anyone may view the full list of programmes offered by the Building and Other Construction Workers (BOCW) Welfare Board for labourers. Any construction worker who wishes to profit from BOCW initiatives should register with the Punjab Labour Department. Each person must complete the registration on the portal on the official website and apply for a labour card from a Sewa Kendra near them for this purpose.

Thanks to the Punjab government most of the citizen services in Punjab are now online.

The Punjab BOCW board offers a number of programmes for labourers. Anyone performing labour work in Punjab, including construction workers and building workers, will need to register themselves on the e-Labour portal. This tutorial is aimed at helping the users understand the complete process of registering on the official Punjab Labour Department portal at pblabour.gov.in, applying for a labour card from the nearest Sewa Kendra as well as all the complete list of schemes available for labourers in 2022.

Registering on the official Punjab Labour Department portal

  • First, head on to the official portal of the Punjab Labour Department at pblabour.gov.in

  • Click on the Login option that can be found on the top menu bar.

  • You will be redirected to a login page. Now, click on the “Create New User” option that can be found at the bottom of the login prompt.

  • You will be redirected to the new registration page. Fill in the details like user type, name, mobile number, email ID etc. Solve the captcha and click on Submit.

  • Following an OTP verification on your mobile number and Email ID, your account should now be registered on the platform. Use the login credentials to log in to the dashboard.

Worker Registration for labour card

The worker registration for the labour card needs to be done using local Sewa Kendra across the state. Let us take a look at the complete process of worker registration.

  • First, visit your local Sewa Kendra with relevant ID cars like Aadhaar Card and banking details.
  • The representative at the local Sewa Kendra will register the details and you will have to pay the application fee.
  • Once payment is cleared, you will receive a temporary registration number.
  • Your application will be submitted to the Labour officer who will verify all the details.
  • Upon successful verification, the labour inspector will issue your labour card.

Complete list of schemes offered

Let us take a complete look at the different schemes available for the labourers in 2022.

  • Stipend scheme: Children of board-registered workers are given stipends of up to 70,000 for medical and engineering degrees when they enrol in various classes or courses.
  • Shagun Scheme: Under the Shagun Scheme, the Punjabi government is providing a subsidy of up to Rs 51,000 for the wedding of daughters of construction workers. The subsidy under the Shagun Scheme is available to daughters of construction workers who are enrolled with the BOCW Welfare Board.
  • Ex gratia Scheme: Under the ex gratia scheme, labourers are eligible for ex gratia payment under the following conditions:
    • Accidental death
    • Natural death
    • Complete disability
    • Partial disability
  • LTC scheme: Each enrolled construction worker will receive Rs. 2000 in support under this Leave Travelling Concession Initiative for travel to cultural or religious sites in India or visits to one’s hometown. The beneficiary will renew their eligibility for this subsidy every two years.
  • Occupational diseases scheme: For enrolled construction workers and their families, it is a medical health scheme. Beneficiaries of this programme who are registered construction workers may get a family floater health benefit of up to Rs. 1.5 Lacs annually. The implementation of the Occupational Diseases Scheme is made possible by Punjab Health System Corporation.
  • Funeral rites scheme: In this programme, BOCW will offer financial support for funeral and burial costs in the State of Punjab following the passing of an enrolled construction worker or a member of his family. The Board provides a sum of Rs. 10,000 towards the cost of cremation and final rites in the State of Punjab following the death of an enrolled construction worker or a related member of the family.
  • Teeth, spectacles and hearing device scheme: In this “Teeth, Spectacles & Hearing Device Scheme,” BOCW will pay for the recipient construction workers’ glasses, dentures, and hearing aids as well as those of their family members.
  • General Surgery air scheme: The Board has authorised providing financial assistance to the registered beneficiary and their family members for general surgery up to Rs. 50,000 or the actual costs (whichever is less).
  • Maternity benefit scheme: In addition, the board offers enrolled construction employees a maternity benefit programme. Female construction employees who give birth to up to two children would get Rs. 21,000 under this programme. Under this programme, a male labourer would also be eligible to receive a 5,000 rupee cash compensation for the birth of each of his two children.
  • BalriTohra scheme: When a female child (up to two females) is born, parents receive financial support in the form of an FDR worth Rs. 51,000, which can only be redeemed when the daughter marries.
  • Mentally retarded children scheme: Financial Assistance Program for the upkeep of sons and daughters of construction workers who are intellectually handicapped at a subsidy of 20,000 annually.
  • Tools scheme: The Board would provide registered labourers who have received training under the Skill Upgrading or RPL Scheme with financial assistance up to Rs. 5000 for the acquisition of tools.
  • Pension scheme: A enrolled construction worker is eligible for a pension of Rs. 2,000 monthly after reaching age 60 and three years of membership.
