For streamlining the post-mortem work start services at Mata Kaushalaya Hospital- PAFMAT

Punjab Academy of Forensic Medicine & Toxicology (PAFMAT), a state body of forensic medicine and medicolegal experts, has urged the Health and Family Welfare Department to start post-mortem services in Mata Kaushalaya Hospital Patiala. The association has last week sent a memorandum to Anurag Aggarwal, Additional Chief Secretary, Department of Health & Family Welfare bringing to his notice that in Amritsar, post-mortem work was earlier being done in Govt. Medical College Amritsar only and in the year 2013 it was also started in Civil Hospital Amritsar with verbal orders by Vinni Mahajan (IAS), the then Principal Secretary of Health & Family Welfare Punjab.

On the contrary in Patiala, post-mortem work is being done only in Government Medical College Patiala but Mata Kaushalaya Hospital (MKH) Patiala which is a designated District Hospital, has yet not started the post-mortem work in spite of the availability of required infrastructure, mortuary and doctors, thus putting extra burden on Govt. Medical College Patiala which is a tertiary level hospital and supposed to deal with its own cases or the referred cases which require intervention of forensic medicine experts. Further, MKH is providing medicolegal examination services of injured persons but not    post-mortem and the qualification requirement for both of these services is MBBS only.

According to Dr. DS Bhullar, president of the Academy (PAFMAT),  Government Medical College Patiala is a teaching institute meant for teaching and training of undergraduate and postgraduate medical students and in general there remains an acute shortage of resident doctors in the department of Forensic Medicine who primarily are put on post-mortem and medicolegal duties along with their own teaching which affects their studies as well as thesis work and hence, urgent need to divide and share the post-mortem work with Mata Kaushalaya Hospital Patiala for speedy disposal of cases and timely cremation of dead bodies.

It is pertinent to mention that post-mortem work is being done in the surrounding hospitals of Samana, Rajpura and Nabha under the jurisdiction of Civil Surgeon Patiala but not in Mata Kaushalaya Hospital in spite of all facilities, and the division of post-mortem work in both of these institutes can be done easily by mutual correspondence of Senior Superintendent of Police (SSP) Patiala and Civil Surgeon Patiala as follows:

  1. For Government Medical College Patiala:
  • All hospital deaths
  • All custodial deaths of Rajindra Hospital Patiala.
  • All post-mortem cases requiring services of forensic medicine experts
  • All brought dead cases in Emergency of Rajindra Hospital Patiala
  • All deaths under the jurisdiction of Police Station Sadar
  • All cases referred from other districts for expert forensic opinion.
  1. For Mata Kaushalaya Hospital:
  • All hospital deaths in MKH.
  • All brought dead cases in MKH
  • Deaths under all Patiala City Police Stations directly brought by police.
  • All unknown dead bodies brought by Patiala City Police Stations.

The association was constituted with sole purpose of improvement in the medicolegal services in the state in the interest of fair justice to the people of Punjab, said Bhullar.
