Today Punjab government has issued the transfer orders of ten IPS -PPS officers in Punjab. One SSP is also amongst the police officer, who has been transferred, today. Rajinder Singh Sohal is the SSP Gurdaspur, who has been transferred by the government and posted as AIG-CI Punjab at Chandigarh.

Punjab and Haryana high court has made observation about his posting as a SSP of a district, while hearing a civil writ petition (CWP) filed by former Punjab police officer Surjit Singh, in a Surjit Singh Vs State of Punjab and Others.

Surjit Singh, was dismissed from service by SSP, but was reinstated by inspector general of Police. Despite being reinstated by the inspector general (IG) of police, again dismissed by the SSP on 23-06-2020. Later Surjit Singh had submitted in the court that “there are several police officers who are facing serious charges and some of them convicted but they are continuing in the service.”

The court, by the order dated 03-09-2020, had directed the state home department to give details about the FIRs registered against all serving police officers in the state, including their nature and status.

The high court observed in its March 15,2021 hearing that “disquieting to note that Rajinder Singh Sohal who has been convicted in a criminal case, is posted as SSP Gurdaspur district. He has been convicted under section 342,343, 346 and 365, read with 34 IPC in a CBI case bearing RC No. 5 (s) 95/SIU-II/ New Delhi dated 23-08-1995 and sentenced to imprisonment for a period of three years, by the Additional Sessions Judge, Patiala on 11-03-2013.He has preferred his appeal bearing CRA-S No. 879 -SB-2013, which is pending adjudication before this court.”

The court further observed that “another disturbing aspect is that he is a Punjab police service officer and has been posted as SSP Gurdaspur which is an IPS cadre post.

The court further directed till the committee (formed by the court) arrives at a decision and considers the individual cases of the officers, no police officer who is a charge- sheeted and / or convicted in a criminal case involving moral turpitude, shall remain posted at a post having public dealings. Furthermore, they shall not be assigned investigation either as investigating officer or in a supervisory capacity and will not be posted in the vigilance bureau till the final decision is taken by the committee. They shall also not posted in the district where their criminal case is being registered.

Keeping in view the high court observation, Punjab government today transferred him .

When contacted the inspector general (headquarters) Arun Kumar Mittal, and asked him Is SSP Gurdaspur transferred after high court pointed out anomalies in his appointment ? He said “the Punjab government has transferred him. Rest I’ll call you later, as I’m in a meeting”
