PSMDTA out rightly rejected amendments made in Punjab Medical Education Rules 2016

The Patiala unit of Punjab State Medical & Dental Teachers Association has out rightly rejected the amendments recently made in Punjab Medical Education Rules 2016 by Punjab Government notified on 8th January 2021. The executive body of the association held a meeting in which it was unanimously decided that the amendments have been made to discourage entry and promotions of promotion quota candidates with indirect favours to direct quota candidates.

In a joint press release, Dr. DS Bhullar president and Dr. Darshanjit Singh Walia General Secretary of the Patiala unit of the association have said that the proposed amendments were not put in public domain before notification to knowledge and the stakeholders along with PSMDTA were never consulted for such amendments.

The clause, filling of the Promotion Quota (75%) seats by Direct Quota candidates in the absence of the non-availability of promotion quota candidate is out rightly rejected being not in the interest of the promotion quota candidates.

The conditions and promotion avenue for Promotion Quota candidates have been tightened whereas the same were relaxed in favour of Direct Quota Entry, thus showing strong favours for direct quota entries with doubtful nepotism as witnessed in the past.

The research articles publication conditions have also been tightened (made more stringent) and made tough for promotion purpose without provision of a Window Period of minimum of TWO years like in National Medical Commission regulations which is in fact a violation of National Medical Commission regulations.

The new amendments are direct quota candidates oriented with malicious intent to stop the entry and promotions of Promotion quota candidates. The amendments are ill advised with intentions to adjust maximum direct quota candidates by backdoor entries and indicate autocratic attitude of command in the Medical Education Department in the state.

The association is of the strong opinion that new amendments will be legally challenged by the promotion quota candidates who may become ineligible for promotions in accordance with new amendments in the medical education rules.
