Stray animal menace ; road safety lead agency issues guidelines to all MC’s in Punjab

Director general, lead agency, Road safety, Punjab today issued a list of instructions to the director local government, all the commissioners of municipal corporations, all the executive officers of municipal committees and nagar panchayats in Punjab, in response to the permanent lok adalat (Public utility services) , Bathinda’s award dated 25-2-2021, in a Harjinder Singh Vs municipal corporation Bathinda, State of Punjab and Civil Hospital, case.

A three-member Bench of the Permanent Lok Adalat of Bathinda headed by Gurnam Singh had given an important verdict on the management of stray animals in Bathinda in march 2021, in response to a case dated back 2014 filed by city resident Harjinder Singh.  The Bench clearly stated that if there was any accident due to stray animals in Bathinda city, the Municipal Corporation would be responsible.

After the verdict, the director general lead agency, road safety Punjab has asked the local government authorities to maintain a register in which every complaint intimating a problem of stray animal by residents shall be entered and a prompt action shall be taken. The result of the complaint shall also be entered in the register.

The director general, lead agency, road safety also asked the local bodies department to maintain a van along with sufficient staff to remove the stray animals and thereafter cows and bulls etc in the Gaushalas in a proper and healthy atmosphere . The DC’s shall hold periodical meetings with the senor officials of the local bodies department , to review the problem of the stray animals.

“The problem of stray dogs different from cows and bulls. Keeping in view, the guidance , directions issued by the Government and higher courts, a drive shall be initiated by the local bodies department for sterliaztion of the dogs to keep a check on their increasing populations.” Said DG, lead agency, road safety, Punjab.
